Ranger Construction Awarded I-95 Widening Project

Ranger Construction Industries, Inc. (RCI), in association with Corzo, Castella, Carballo, Thompson, Salman, P.A. (C3TS), has been awarded a $20.5 million contract to provide design and construction services for an FDOT District 5 road-widening project on I-95 (SR-9), from south of SR-514/Malabar Road to north of Palm Bay Road in Brevard County, Florida. As a stimulus project, the work is being funded by the American Recovery and Reinvestment Act.

Both RCI and C3TS are well known to the Florida Department of Transportation and have been assisting District 5 in delivering successful projects throughout the years. The team will widen more than three miles of existing four-lane highway to six lanes, including making modifications to three bridges, extending acceleration and deceleration lanes and providing a closed drainage system for the new inside lanes to discharge into 4 new ponds.

Rehabilitation of the existing road will occur, along with the addition of new cantilever sign structures at SR 514 (Malabar Road), Palm Bay Road N.E., US 192, SR 518 (Eau Gallie) and Wickham Road interchanges.

The project also includes the lighting of interchanges at SR-514 (Malabar Road), Palm Bay Road N.E., US-192, SR-518 (Eau Gallie) and SR-528 (Beach Line).

PROJECT DELIVERY:

We have an in-depth understanding of the project and are committed, driven and focused to provide the Department with the following:

Commitment to Worker and Public Safety – The RCI/C3TS team is dedicated to providing safety for our workers and motorists during construction.

Commitment to Efficient Construction – The RCI/C3TS team will minimize the number of maintenance of traffic impacts to I-95 by maximizing construction activities within each phase.

Commitment to the Environment – The RCI/C3TS team will minimize impacts to the environment by using a short construction schedule, protection methods (silt fences, turbidity controls, etc.) and proper design and planning for the treatment and discharge of temporary construction drainage or dewatering operations. We will also perform a gopher tortoise survey prior to construction to evaluate if permits and relocations are needed.

Commitment to Schedule – The RCI/C3TS team will complete the I-95 widening project well within the proposed 500-day project contract time identified in the RFP and in an expedited manner.

Commitment to Utilization of SBE/DBE Firms – The RCI/C3TS team is committed to meet or exceed the Department’s 8.1 % commitment to SBE/DBE RFP requirements. We believe the use of these firms is a great asset and are the backbone for speedy recovery of the economy for which the American Recovery and Reinvestment Act of 2009 (ARRA) was enacted.

Commitment to Maintenance and Contractor Guarantee Coverage – The RCI/C3TS team will provide the Department with a finished product that will minimize routine maintenance and will exceed the minimum requirements to enhance the durability of the project.

Commitment to Coordinate with Contractors and Stakeholders – Due to several on-going projects in the area the RCI/C3TS team will coordinate and communicate with the adjacent project contractors. We will develop the MOT phasing plans and adjust our construction schedule to avoid conflicts and provide a seamless transition between the projects for motorists and stakeholders along the corridor.

ROADWAY DESIGN:

The existing I-95 typical section consists of a 4-lane divided Interstate with 10’ paved outside shoulders and a grassed median. The design criteria for this project is consistent with current FDOT standards for interstate system facilities with design speeds of 70 mph on the mainline and 50 mph on the ramps.

The proposed typical section will consist of widening to the inside to provide a 12’ lane with 10’ paved inside and outside shoulders. The median will include a double-faced guardrail with rub-rail placed on the southbound side. The horizontal alignment will follow the existing alignment with widening to the inside. The proposed vertical profile will follow the existing profile with minor modifications to the median swales for drainage purposes.

All construction will be done within the current Department owned right-of-way. During our design analysis the RCI/C3TS team will prepare a Project Design Report (PDR) for concurrence by FHWA and the Department. The PDR will include plans, approved typical section package and approved pavement design package.
